The Book of Documents says: 'There are those who can make governance (䢃).'” According to Ma Zonghuo’s commentary on "Shuowen Jiezi," "䢃 comes from the character 'Bi'; 'Bi' refers to the law. Governance must be based on law." In the "Yupian," it also means to manage or organize. It can also be written as 乂.
2. A name for a talented person.

- In "Guangyun," it notes: "䢃 is the name of a talented person."
